The Smart Dorm vs. The Surveillance Dorm
At what point does technology designed to keep students safe begin to feel like surveillance?
There was a time when “technology in the residence hall” meant better Wi-Fi. Now, that feels almost quaint.
The residence hall of the future may know when a door opens, when a package arrives, when a building is unusually crowded, when a leak starts, when an access card is used, and potentially even patterns in how students move through a building.
Some of that technology is genuinely useful. Some of it can make residence halls safer, more efficient and easier to manage.
But there is a question universities need to start asking before they install another sensor, camera or AI system: Just because we can collect the data, does that mean we should?
That is where the smart dorm becomes the surveillance dorm. And the line between the two is thinner than many universities realize.
The Residence Hall Is Becoming a Data Environment
Student housing has always generated information.
Housing applications. Room assignments. Meal plans. Maintenance requests. Lockouts. Conduct incidents. Occupancy. Check-ins. Room changes.
But technology is changing the kind of information a university can collect.
A traditional residence hall might tell you that a student entered the building at 10:42 p.m.
A connected residence hall could potentially create a much more detailed picture: which door was used, which system authenticated the student, what devices connected to the network, whether a particular area of the building experienced unusual activity, and how often certain spaces are being used.
That isn't necessarily sinister.
In fact, some of it is incredibly valuable.
Imagine a residence hall where a water sensor identifies a leak before a ceiling collapses. A smart lock immediately identifies an unauthorized credential. A building-management system detects an HVAC problem before dozens of students start submitting complaints.
That's the smart dorm.
The problem begins when universities start asking a different question:
What else can we learn about students from all this data?
That is when we start moving toward the surveillance dorm. This is where the conversation gets more complicated. It would be easy to write an article arguing that students hate surveillance.
The data doesn't really support that simple argument.
A 2026 study of 450 students examining perceptions of surveillance technology found that 89.3% were aware of surveillance technologies at their institution, while 42.9% said they noticed them very frequently in their daily academic lives. Another 33.8% noticed them occasionally.
And here's the interesting part:
Students also saw a benefit. In that study, 83.8% agreed or strongly agreed that surveillance helps keep campus safe.
So students aren't saying:
“Take all the cameras down.”
They're saying something much more reasonable:
“Keep me safe—but tell me what you're collecting and what you're doing with it.”
That distinction matters.
The same study found that 54.9% of students felt their privacy was moderately respected, while 32.2% felt it was respected “very much.” But 24.2% said they had changed their behavior because they felt they were being watched. Nearly one in four.
That's the number that should make residence-life professionals pause.
Because the purpose of a residence hall isn't simply to prevent bad things from happening.
It's also supposed to be a place where students live.
And living somewhere requires a certain amount of psychological privacy.
This is what makes residence halls different from many other university spaces.
A library is public. A classroom is institutional. A parking lot is public.
But a residence hall is different.
It's technically university property, but it is also where students sleep, study, have relationships, argue with roommates, cry after a bad exam, celebrate birthdays, eat pizza at 2 a.m. and occasionally make very questionable decisions.
That's part of being a college student.
We shouldn't pretend otherwise.
Students need to feel safe enough to be themselves.
And that's why surveillance inside residential communities deserves more thought than simply:
“Does this technology improve security?”
The better question is:
“Does this technology improve security without changing how students feel about the place they live?”
Those are not the same question.
The Privacy Problem Gets Complicated Very Quickly
One of the biggest misconceptions about student privacy is that FERPA automatically covers everything a university knows about a student.
It doesn't.
The U.S. Department of Education makes clear that FERPA protects education records, but law-enforcement-unit records created and maintained for law-enforcement purposes are specifically excluded from the definition of education records.
And video surveillance can become an education record in some circumstances—for example, when a video is directly related to a student and maintained by the institution or a party acting for it.
That distinction matters because the technology itself doesn't determine the privacy rules.
Context does.
Who owns the system?
Who operates it?
Why was the data collected?
How long is it stored?
Who can access it?
Can it be shared?
Can it be used for a purpose completely different from the reason it was originally collected?
Those questions are much more important than whether the camera has AI capabilities.
And Them AI Enters the Residence Hall
This is where things get particularly interesting.
Artificial intelligence makes surveillance different because traditional cameras primarily record.
AI systems can potentially interpret.
That's a significant shift.
A camera might record that 15 students entered a lounge.
An AI system could potentially identify patterns in movement or behavior.
A conventional access-control system might record that a student used their ID at 11:43 p.m.
A more sophisticated system could potentially combine access data with other institutional datasets.
And the more systems universities connect, the more information can potentially be inferred from relatively ordinary pieces of data.
This is part of a broader movement toward what researchers are calling increasingly data-driven or predictive approaches to student success. Some emerging research even proposes “student digital twins”—continuously updated digital representations that could combine academic, behavioral, financial and career information to predict risk and recommend interventions.
That sounds futuristic.
But the underlying idea isn't.
Higher education has been collecting increasingly large amounts of student data for years.
The question is what happens when those datasets start talking to each other.
The danger is not always the camera
I think this is where universities sometimes get the privacy conversation wrong.
We tend to focus on the obvious things: Cameras.
But the bigger issue may eventually be the quiet data.
Access-card transactions.
Wi-Fi connections.
Mobile applications.
Smart locks.
Building sensors.
Laundry systems.
Package lockers.
Occupancy sensors.
Maintenance systems.
Campus transportation.
Dining transactions.
Student-information systems.
Individually, these pieces of information don't seem particularly invasive.
Together, they can become incredibly revealing.
A university doesn't necessarily need to know what a student is doing in order to learn a lot about their life.
It may only need to know when, where and how often they are doing things.
That's a very different privacy problem.
EDUCAUSE's 2025 student technology survey specifically asks students about whether they trust their institutions to protect personal data, whether they understand how their information is used and stored, and whether they trust institutions to use personal data ethically and responsibly.
That tells us something important.
Privacy isn't just an IT issue anymore.
It is a student experience issue.
If students don't understand what their university is collecting, they can't meaningfully understand what they're consenting to.
And if they don't trust the university, even technology introduced for good reasons can start to feel threatening.
The 2026 surveillance study found that 65.8% of respondents were very or somewhat confident that surveillance data would not be misused, but 34.4% said they didn't know.
That “don't know” group is important.
Because uncertainty is where mistrust grows.
The Smart Dorm Should Have a Social Contract
I don't think the answer is to stop making residence halls smarter. Quite the opposite.
Technology can make housing dramatically better. It can reduce maintenance costs.
Improve accessibility, respond to emergencies faster, reduce energy consumption, improve security.
And potentially give residence-life professionals better information to support students.
But there needs to be a social contract around the technology.
Before implementing a new system, universities should be able to answer five simple questions:
What Exactly Are We Collecting?
Why are we collecting it?
Who can see it?
How long do we keep it?
What happens if the data is wrong?
We shouldn’t build residence halls that students are afraid to live in
This is ultimately where I land on the smart dorm debate.
I want smart residence halls.
I want better security.
I want buildings that can tell us when something is broken before students have to complain.
I want technology that makes residence-life staff more effective instead of burying them in administrative work.
But I don't want to create buildings where students constantly wonder:
“Who's watching?”
There is a difference between feeling protected and feeling observed.
And universities need to understand that students can experience both at the same time.
The most successful residence halls of the future won't necessarily be the ones with the most sensors, cameras or AI.
They'll be the ones that use technology without making students feel like the technology is the most important resident in the building.
That's the real challenge.
The future of student housing shouldn't be about choosing between technology and privacy.
It should be about designing systems where technology earns students' trust.
Because a smart dorm is only truly smart if the people living inside it still feel at home.
